For a scrap trader, a transaction can move quickly. The buyer agrees a price, the material is weighed, transport arrives and the invoice follows.
However, the paperwork behind a transaction can determine whether its VAT treatment is correct.
The Federal Tax Authority published clarification VATP047 on 2 October 2026, addressing reverse charge treatment for metal scrap trading between UAE VAT registrants. This makes October a useful time for traders, recyclers and relevant industrial businesses to review their transaction controls. Guides, References & Public Clarifications
A practical review should connect the sales team, yard operations and accounts department. Leaving the whole process to the accountant after delivery creates avoidable problems.
The clarification concerns qualifying metal scrap supplied between VAT registrants for resale or processing. The underlying provisions apply from 14 January 2026.
Before supply, the recipient must provide written declarations covering VAT registration and intended resale or processing. The supplier must retain them, verify registration through the FTA facility and identify reverse charge treatment on the invoice.
Where the requirements are satisfied, the recipient accounts for VAT. The clarification identifies Box 3 for the recipient’s declaration and Box 10 for recoverable tax; the supplier does not report the qualifying supply in its VAT return.
Missing pre-supply declarations can trigger standard-rate treatment and prevent the recipient from recovering the resulting input tax. Other waste materials and qualifying exports require separate assessment. tax.gov.ae
The operational recommendations below help organise that review; they do not replace the detailed conditions in VATP047.
Give every deal a transaction reference that connects the quotation, order, supporting documents, delivery evidence and invoice.
This might be an ERP reference, a controlled spreadsheet entry or a structured document folder.
The important point is consistency. If the sales team uses one reference and the yard uses another, finance may struggle to establish which documents belong together.
A useful file should allow someone unfamiliar with the transaction to understand what was sold, who purchased it, when it moved and how the tax treatment was approved.
Avoid storing essential evidence only in personal messaging accounts.
Descriptions such as “scrap,” “mixed load” or “materials” may be convenient for sales discussions but provide limited information for review.
Ask operations to record a clear description of the material and its condition. For unusual loads, add photographs or an assessment from someone familiar with the goods.
Your internal product categories should distinguish different materials instead of grouping every waste product under one tax code.
Where classification is uncertain, escalate the question before invoicing. An accountant should not have to guess what was inside a container from an abbreviated invoice description.
Introduce a simple checkpoint between order acceptance and dispatch.
A named employee should confirm whether the transaction file is complete and whether finance has approved the proposed treatment.
Use clear internal statuses such as:
These are suggested workflow labels, not official FTA classifications.
The checkpoint should be visible to operations. Otherwise, a driver may arrive while the accounts team is still waiting for information, creating pressure to bypass review.
Agree how urgent transactions will be escalated so that speed does not depend on informal exceptions.
A sales manager may approve the price and credit terms. That does not automatically settle the tax treatment.
Likewise, a customer being familiar to the business does not remove the need for appropriate transaction documentation.
Build separate approval fields for commercial terms and finance review. This makes responsibility clear and reduces the chance that one approval will be misunderstood as covering everything.
For recurring customers, maintain an organised customer file alongside transaction-specific evidence. Staff should be able to identify which documents were considered for each deal.
Before changing a tax code across the whole system, test it on a controlled example.
Use an illustrative AED 80,000 transaction that finance has already assessed. Follow it from the order through the invoice, ledger and draft VAT working papers.
Check whether the software creates the intended accounting entries and reporting outputs. Examine both the transaction screen and the underlying reports.
This is especially useful when software offers several codes with similar names. A label containing “reverse charge” does not prove that the configuration matches the transaction being processed.
Keep screenshots or exported reports as implementation evidence.
The recent clarification provides a practical reason to sample earlier transactions and identify weaknesses.
Start with higher-value deals, unusual materials, new counterparties and transactions where supporting records were difficult to retrieve.
Document what you find. Separate missing evidence from incorrect accounting and uncertain classification.
Do not backdate declarations or alter the historical record to make a file appear complete. Escalate possible errors for review under the applicable correction procedures.
An honest exception register is more useful than a tidy folder that does not reflect what actually happened.
Management does not need a complicated dashboard.
Track the number of transactions awaiting documents, invoices requiring rework, unresolved classification questions and repeated customer-data issues.
Review the causes with sales and operations. If the same information is repeatedly missing, change the order form or customer onboarding process.
A practical control should make the next transaction easier to process correctly. It should not merely generate a longer checklist after something has gone wrong.
